What are the guidelines included in the project in an Emergency Act Housing Policy


The draft law on emergency housing policy includes a number of measures which will tend to settle in the medium and long term, the housing shortage that affects the vast majority of the Venezuelan population.

Among the measures contemplated may include the following:

Occupation of urban land for the construction of housing units in land suitable for development of a housing policy that will benefit the users of sistema.El development and self-planning, expansion and improvement of housing in combination with comunidades.Regulación of inputs in the production of construction as well as the regulation of prices of raw materials for housing development social.Estimular interest to small and medium enterprises to allocate its resources to the mass production of units habitacionales.Buscar financing mechanisms in terms of accessibility for families necesitadas.Política housing allocation at no cost to families who do not qualify for loans of housing policy.

This instrument for the allocation of urban land or buildings not productive or are being underutilized to be allocated to the development of mass housing policy. The goods concerned are as follows: buildings and land owned by the Republic Ejidos municipal land, private property and vacant land idle.

The bill establishes a series of tax incentives on VAT and income tax for the local production.

The Presidency of the Republic shall be responsible for directing the stewardship of this Act, creating for it the National Institute of Urban Land and Housing.

The law provides for the possibility of total or partial subsidy for those in need of housing, for which the benefit must be applied taking into account the following requirements:

Identity card, RIF, affidavit of having no home, hire purchase and sale option, among others.

Similarly, the bill includes a number of modifications to the delivery system of housing policy in this way to increase the amount of mortgage loans, thereby adjusting the credits to a changing reality that the effect of inflation has been affecting users of the system who could not afford housing in the amounts awarded so far for the acquisition of primary residence.

Thus, states that the amount of funding will be between one hundred and six hundred minimum wages. In this way the minimum wage established by the amount of mortgage loans will be adjusted as you change the minimum wage.

Despite the benefits of this law, it is necessary that all productive sectors of society come together to resolve the housing problem, taking into account the sectors of construction, the producers of inputs and raw materials, financial institutions and government bodies to make a conclusion that housing policy in order to provide a solution in the medium and long term and satisfied people see the need for housing.
